Is This A New Kind Of Biretta Or What?

The mystery deepens.

Could this be the famous "red hat" bestowed on cardinals - princes of the church?

Today, we call it the biretta - in times past, its appropriate name was the galero.

Actually, it's the Scottish version of the biretta, called a "tam-o-shanter" but it is bestowed on "princesses of the Church" below the age of 12, to be worn with braids, a new winter coat, and a sassy attitude. Rolling of the eyes is an involuntary reflex at the remarks of any male of the same age as "too stupid for words." Make what ecclesiastical applications you will; it remains an extra-liturgical garment.
